STATEMENT BY HON ANNE OMODHO ANYANGA ON THE STATE OF CORRUPTION IN MIGORI COUNTY GOVERNMENT

Ladies and gentlemen;

Fellow Migori County residents;

I am very happy to take this opportunity and address you on the sorry state of affairs in our beloved country, especially on matters touching on corruption by the Migori County Government.

Since the coming of the new devolution as stipulated by the new constitution, the Migori County government officers have insisted that they needed time to develop our county. We were told to sit back and relax.

I, together with my supporters chose to sit back and give time for them to work. It has been three years, through three Financial Years and we can say Migori County government is under-performing, stalled with division and above all grand corruption from all quarters.

In the first Financial Year of 2013/14 the Auditor General report brought to task our Governor misappropriation of Sh600 million, this was higher that what the Migori collected as revenue internally at Sh592 million.

During that same year the National Government through the Commission for Revenue Allocation gave Migori County Sh4.76 billion.

In just one financial year we wasted what we could have collected internally through dubious means.

As we raise issues we have been told off in words that cannot be taken back. What followed are political witch hunting, political violence and even death to some of my supporters.

We were vindicated when on July 9, 2015 the Auditor-General Edward Ouko wrote to the Migori County Government in a letter was received by County Assembly clerk Patrick Wakine on July 14, 2015.

What we are talking about is in public domain as the report and the letter has been copied to all 63 MCAs in our assembly.

In fact on the July 9 letter included another letter dated April 29, 2015 by Migori County Finance Executive Tom Kasera who in his reply confirmed that by June 2014, over Sh29million impress could not be accounted for in the 2013/14 Financial Year.

Kasera’s letter showed that the Public Service Management department where the office of Governor Okoth Obado lies leads with the highest un-accounted for impress at over Sh12.4milion.

In fact Kasera’s own Finance Department had Sh3 million un-accounted for impress while the Trade department had Sh2.7 million.

Kasera notes that the biggest culprit is Obado’s PA Caspal Obiero who did not surrender Sh5.4 million impress. These are stubborn facts, printed in a report.

These impress were paid irregularly, multiple times and officers did not bother to account for anything.

As the Auditor-General report state all tax payers’ money should be returned and accounted for. This is what I and Migori county residents want to be done. We will not keep quite as our county goes to the dogs.

We need answers about Sh295.8million expenditures which cannot be traced. On page two of the report it states that “statement of receipts and payments could not be confirmed.”

We need answers on Sh43.8 million allocated to plant tree seedlings which never grew and youth and women groups contracted are yet to be paid. Sh145.3 million spent which was in excess of the budget without approval and stood at a whopping 118 per cent.

Sadly, Migori youth are facing acute unemployment. Jobs are always advertised, others are never advertised and appointment done without interviews. This come while Migori County government could not account for Sh117.9 million paid in salaries and Sh23 million for casual labourers in 2013/14 Financial Year.

Fellow Migori County residents;

This report is in public domain and we urged Migori MCAs especially those elected and nominated under our party Orange Democratic Movement (ODM) which forms a majority to rise up to the occasion and lead in their oversight role.

I would like to laud the assembly which made a progressive move to vote unanimously to have the Migori County Assembly Services Board to step aside over misappropriation of Sh12million.

This house cleaning mission should also be felt and move over to clear discussing of the over Sh600 million lost in 2013/14 Financial Year.

We are sad that the plunder happened in only one FY and Migori County has received billions in two FYs.
