NRT and “Ustaimilivu”-Resilience Program Background The Northern Rangelands Trust (NRT) is a non-profit umbrella organization that supports 39-member Community Conservancies across northern and coastal Kenya with fundraising, technical support, governance support and training to member community conservancies. Its mission is to develop resilient community owned conservancies that transform lives, secure peace and conserve natural resources.

NRT is supporting and empowering member community conservancies to develop locally-led governance structures that supports sustainable community initiatives linked to conservation. More information can be found at www.nrt-kenya.org.

NRT is a lead agency of a 4 year project consortium ‘Ustaimilivu’ funded by the EU, that focuses to support resilience for sustainable livelihoods through Community Conservancies model-(Masol and Pellow Community Conservancy in West Pokot) to restore drought resilience within 10 wards of the lowlands while creating networks and synergies with the other 10 words within the highlands of West Pokot county.

NRT will implement integrated resilience activities in partnership with AMREF, E4IMPACT, CEFA and SOMINEREC. The project aligned with the National Drought Management Authority (NDMA)/Common Program Framework (CPF) that operationalizes Kenya’s ”Ending Drought Emergencies” (EDE) strategy that focuses on the 23 drought prone counties in Kenya.

The action responds to the EU’s 11th European Development Fund (EDF) National Indicative Program (NIP) Focal Sector ”Food Security and Resilience to climate shocks” (in Arid and Semi-Arid Land (ASAL) areas), which is one of the Government’s “Big Four” agenda. NRT is seeking to fill the following positions to execute these program activities to be based in West Pokot County with an extensive learning opportunity internationally, nationally and locally.   1. RESILIENCE PROGRAM DIRECTOR

Reporting to the NRT CEO, the overall responsibility of the position will be to provide coordination, technical leadership and direction needed for timely and quality implementation of the project. H/she is expected to work in an integrated program that cuts across Conservation, agro-pastoralism, Entrepreneurship, sustainability, agriculture, and livelihood.

The position will contribute to livelihood resilience thematic areas; planning, budgeting, monitoring, evaluation and learning.

Key Responsibilities:

  • · Supervise the consortium employees and partners’ staff directly attached to the project.
  • · Guide and provide advice to the consortium partners in conceptualization, designing and implementation of the project activities and implementation designs.
  • · Prepare monthly and quarterly Resilience updates-h/she will provide Ustaimilivu Program Director updates for the NRT West Pokot resilience bulletin.
  • · Develop project strategies, work plans and Undertake in supervising implementation of new programs.
  • · Work closely with the NRT County-West Pokot County Conservancies Director in implementation of NRT and Community Conservancies activities within the Ustaimilivu program and calibrate where possible for better delivery of the integrated approach by all the partners.
  • · Oversee all consortium activities/programs and coordinate comprehensive consolidation of the reports in a timely manner.
  • · Support Ustaimilivu consortium partners in programme/project development through technical advice on participatory community engagement, county level consultation and project design.
  • · Coordinate with internal advisors and staff for required input into supporting consortium partners programme development.
  • · Foster relationship and team building with the different government and non-government partners.
  • · Build and foster global/national resilience outputs, alliances and networks that enhance learning and collaboration among relevant organisations and individuals within the consortium.
  • · Support and ensure audits are carried in accordance with NRT and EU compliance and procurement policies.
  • · Participate in high-level NRT-EU and Ustaimilivu consortium partner’s meetings and events.
  • · In collaboration with the Project Implementation Assistant, coordinate different consortium meetings.
  • · Representing the consortium in all stakeholders’ meetings/forums/conference.
  • · Coordinate and analyse all communications between partners to inform and contribute to program planning and design.
  • · Undertake regular and mutual agreed review visits to partners and Project Steering Committee to provide guidance on enhancing quality of the program.
  • · Be a proactive individual in linking the consortium development advisors to partners and vice versa in supporting partner’s program implementation.
  • · Develop and manage processes and activities for cross-consortium learning, in consultation with NRT Operations Director.
  • · Lead the consortium fundraising effort and ensure learning lessons are documented at the end of programme and communicate to both NRT and consortium partners.
  • · Planning and organisation of joint outreach events, e.g. Project launch, baseline survey and final joint events.
  • · Manage the efficient and effective use of cross-consortium learning funds.

Qualifications:

  • · MSc/MA in Social sciences, sustainability, agriculture economics, rural development, livelihoods or Community development.
  • · 7 years of work experience in relevant field, preferred community conservation and agropastoralism.
  • · Knowledge of programme development and delivery approaches, tools, methodologies and best practices.
  • · Previous experience in handling donor funded project especially with large grants.
  • · Excellent listening, communication and writing skills. Fluent in both written and spoken English language.

  • GRANTS MANAGER

Reporting to Resilience Director with close working relationship with NRT Chief Finance Officer and Grants Manager, the overall responsibility of the Grants Manager position is to support grant management, compliance, ensuring specifications of the donor, reporting deadlines to the donor and ensuring that reporting standards is adhered to. He/she will offer technical advisory to the project coordination team regarding implementation of the activities.

Key Responsibilities:

  • · Oversees both the pre and post-award of the EU-Resilience (Ustaimilivu) grants.
  • · Ensure compliance with donor requirements especially-large donors-EU, DFID and USAID.
  • · Coordinating reporting on activities, outputs and compliances using the EU-Results Framework.
  • · Communicating contractual obligations to consortium members.
  • · Overseeing receipt of donor income and disbursement of funds to partners.
  • · Coordinating the production and timely submission of technical and financial reports and periodic work plans, as required by EU (including developing templates and timelines, as appropriate);
  • · Ensuring the transparent management of joint funds (e.g. for cross-programme learning activities).
  • · Reporting back to Project Steering Committee, Technical Advisory Team, financial management team and any issues arising.
  • · Liaise with donor representatives and compliance officers on donor compliance requirements, implementation, Follow up, correcting actions and addressing audit queries through prompt and satisfactory resolution.
  • · Implementation of policies and procedures e.g. EU Compliance checks on payments.
  • · Liaise with the Senior Project Management regarding preparation and submission of annual budgets and reports.
  • · Preparation and submission of routine financial and narrative reports specific to the project.
  • · Liaise with the relevant donor-representatives regarding budget approval, contract approval and transfer of funds.
  • · Allocate and manage budgets as per contracts and track the expenditure and reporting requirements of the contract.
  • · Support proposal development, writing and editing; create budgetary justifications, synthesize, submit proposal materials where relevant and serve as co-liaison with the consortium.

Qualifications:

  • · The required candidate must possess a Bachelor’s Degree from an accredited university in, Development Studies, Natural Resource Management, Economics and Statistics or any other related field.
  • · A Master’s degree and/or CPA II will be an added advantage with a finance option or Project planning.
  • · Minimum of three years appropriate professional experience. Proven substantial similar work experience, ideally in a related field. This will include a working knowledge of one of the following areas and familiarity with at least one: grant distribution, project planning and management, conservation, resilience or natural resource management.

  • PROJECT ACCOUNTANT

The Project Accountant will be part of the consortium project management unit, responsible for the day to day coordination of the finances of the consortium and ensure compliance with the EU financial policy as well as statutory financial requirement. Ensure Consortium and partners operations are running smoothly and effectively, prudent management of donor funds. Consolidate partner’s financial requirement and follow up with NRT accountant to ensure they are delivered according to the directives of the proposal. Report any financial irregularities to the Program Director.

Key Responsibilities:

  • · Coordinate the initial implementation of the project budget by Resilience Program Director and consortium project management units, and follow up Ustaimilivu consortium partner’s requisitions.
  • · Develop reporting templates and other tools and run financial aspects of inception workshop in co-ordination with Program Director and officers.
  • · Work with implementing staff to establish systems that are integrated and meet donor requirements.
  • · Ensure all partners to the project understand the financial requirements and have systems in place to meet them.
  • · Prepare timely and accurate financial reports as required by the Program Director and/or Project Management Unit (PMU).
  • · Submit reports to the Director responsible for oversight to ensure adherence to international finance and donor requirements.
  • · To support the Director in the use of the financial analysis for sound project management.
  • · Be responsible for monitoring the budget utilisation and communicate any issues to the project management unit.
  • · Follow up and review financial reports from all project stakeholders to ensure compliance with the reporting schedule and EU requirements.
  • · Support Program Director and consortium officers with project narratives in relation to expenditure and financial risks.
  • · Develop financial performance measures in liaison with Director.
  • · Manage the day to day finances, including processing invoices and following up on recharges and payments in collaboration with Project M&E Officer.
  • · Manage the external audit and ensure audit requirements are monitored throughout the project.
  • · Work with the Director and PMU to ensure that audit recommendations are fulfilled.
  • · Ensure that all financial documents are properly stored and archived for referencing and verification during internal and external audits.
  • · To provide information and ongoing training to project staff to ensure the financial success of the project.
  • · To inform the Director of material issues, variances and propose monitoring action/s.
  • · Ensure transaction listings for multi country projects are maintained as supporting documentation for donor reporting.
  • · Respond to donor financial queries and recommend actions to the Director as required
  • · To advise participating countries and their partners of donor specific financial rules and regulations and support staff to meet these.
  • · The role holder will from time to time be required to carry out any other duties that are within the scope of the project including NRT financial support reporting.

Qualifications:

  • · Professional Accounting or Financial Management Qualification.
  • · At least a CPA Part II and a minimum of three years relevant post qualification work experience and possession of Bachelor’s Degree in Accounting / Finance will be an added advantage.
  • · Minimum of five years’ experience with an NGO in project finance management positions with a multi-million dollar scope.
  • · In-depth understanding and experience of working with donor funded contracts such as EU, ECHO, DFID, USAID and UN.

  •  RESILIENCE PROJECT OFFICER

The Project officer will support the EU resilience consortium in developing work plans, coordinating the implementations of work plans; the holder of the position will ensure the project activities are aligned with the proposal outcomes and impacts and support all partners in the consortium in coordinating work plans, activities, stakeholder engagement and collection of data as guided by the Project activities.

Key Responsibilities:

  • · Responsible for planning and implementation of the Ustaimilivu-resilience activities together with the consortium partners.
  • · Responsible for linkages between Ustaimilivu-resilience consortium and the Community Conservancies programs.
  • · Ensure proper fit-in of wildlife, rangelands and conservation programs within the resilience project spectrum.
  • · Work closely with partners implementing security, wildlife and environmental activities implementation.
  • · Work with the NRT staff and Community Conservancy’s managers in executing proposal related activities implemented through the conservancies.
  • · Work closely with agricultural based activities partners in ensuring target areas are better placed for implementation.
  • · Oversee the implementation of resilience activities through the County based organisation, affiliate and NDMA.
  • · Support Grants manager in ensuring compliance with donor requirement especially timely submission of quality reports.
  • · Make regular monitoring visits to partner organisations and project implementation sites to review progress of work and provide strategic inputs and in particular to help to ensure that programme obligations for annual and monthly planning and reporting are properly met.
  • · Represent the resilience Team at various external fora as directed by the Resilience Director.
  • · Organise programmatic meetings to harmonise implementation plans, work plans, logical framework and monitor closely the work of the partners on the ground.
  • · Ensure that women’s rights are at the centre of our resilience work.
  • · Actively participate in programme meetings as a member of the programme team.
  • · Ensure participation of partners in programme review and learning exercises led by NRT or jointly undertaken by Ustaimilivu consortium partners.
  • · Facilitate setting up of systems and procedures, for better management of partner organisations, for implementation, monitoring and reporting.
  • · Closely works with the Project Implementation Assistant in consolidating ustaimilivu consortium partners work plans and make follow up in the implementation.
  • · Work closely with the communications officer in designing resilience based messages for visibility materials and mass media engagement.
  • · Work closely with the accountant and NRT operation director in ensuring value for money during procurement and good project implementation practices.
  • · Closely work with the consortium partners to mutually agree on detailed operational plans, budget, indicators as well as MEAL framework in line with Resilience plans and proposal.
  • · Draw and implement partner capacity enhancement plans, in consultative manner.
  • · Support the Director to oversee synergy of all consortium activities/programs and present reports in timely manner.
  • · Work closely with M&E officer to support participation of partners in program review and learning exercise led by NRT or jointly undertaken by partners.
  • · Assist in drafting high quality reports according to donor contract agreements.
  • · Work closely with NRT’s Operation Director in the implementation of hardware activities; and execute other responsibilities asked by the Resilience Director and NRT CEO.

Qualifications:

  • · BA/BSc in social sciences a bias in project planning and management, sustainability, conservation, agriculture economics, rural development, livelihoods or community development.
  • · A primary degree in rural development, agriculture, social sciences, economics or other relevant field. Master is an added advantage.
  • · 3 plus years of experience in development work, preferably within a large development o r humanitarian organisation; experience in livelihood resilience work environment especially in sustainable development through conservation preferred.
  • · Previous engagement with community conservation model and wildlife management will be an added advantage.

  • REGIONAL RANGELANDS COORDINATOR

Reporting to Resilience Director the Regional Rangelands Coordinator will work closely with the NRT’s Senior Rangelands Officer and NRT’s Natural Resource Management Director in strengthening community rangeland management practices – informed by traditional knowledge and science – for the communities to build resilience to droughts, through implementation of rangelands management activities planned in the EU supporting resilience for sustainable livelihoods Ustaimilivu project based in West Pokot. The position will support the implementation of activities and land management activities in West Pokot county-Resilience project and EU Ranger AMAYA landscape program in AMAYA areafocusing Baringo, Isiolo, Laikipia and Samburu counties.

Key Responsibilities:

  • · Develop innovative and effective work-plans for the EU-Resilience Ustaimilivu project and for West Pokot Conservancies guided by the overall NRT strategy.
  • · Consolidate, oversee and manage the implementation of rangelands related activities proposed by the consortium partners.
  • · Monitoring the performance of the NRT West rangelands program team and follow up.
  • · Overseeing the monitoring and evaluation of the entire EU-Resilience Ustaimilivu and Ranger AMAYA rangelands program in consultation with the NRT MEAL Manager.
  • · In support of the Resilience Program Director – understand and execute expenditure of the EUResilience and AMAYA rangelands program budget through the respective target community conservancies.
  • · Regular communication and follow-up with respective consortium partners, closely working with NRT’s NRM Director in Technical advisory and implementation.
  • · Assisting the Resilience Program Director in resilience based operational planning and adaptive management.
  • · Overseeing all internal and external training on rangelands matters including running a syllabus for the community structures developed by NRT, CEFA, E4IMPACT, AMREF and SOMINEREC in West Pokot.
  • · To include capturing and capacity building ‘best practice’ rangelands; rehabilitation, awareness and management at all levels.
  • · Contribute to Resilience building through ecosystem lands restoration for sustainable livelihoods at the County; national debate and how community conservancies influence rangelands focused behaviour change in the ASAL’s in the north – aimed at building resilience.

  • · Work closely with the consortium communications officer to support the NRT Communications Director with rangelands reporting and product to enrich the single narrative of the NRT Community Conservation holistic approach.
  • · Design and develop success messages for mass media and social media, share with Resilience communication officer for publication.
  • · Supervise and coordinate implementation of conservancies’ management and Monitoring System Vegetation, wildlife and social-economic monitoring tools to help inform community and consortium management unit in decision making.

  • COMMUNICATION OFFICER

Reporting to the Resilience Programs Director with close working relationship with NRT’s communications Director and Communications team, the overall responsibility of the position will be managing of all external and internal communications within the secretariat, staying on top of communications needs and assisting in the development of materials to meet those needs; including fact sheets, donor reports/ proposals, social media content and presentations. She/he will be required to travel to the consortium partner’s offices, community conservancies, county functions, donor meetings, and forums regularly, liaising with county coordinators, program leads and community conservancy managers to conduct field reporting, or provide event support. He/she will participate in formulation of the EU-NRT Ustaimilivu communication framework in close supervision with the NRT communication consultant. \

Key Responsibilities:

  • · Assist in implementing the NRT communications strategy-focused on resilience and enhanced livelihood through agro-pastoralism.
  • · Co-ordinate and proactively improve internal communications channels within the consortium secretariat, and NRT HQ, plus the member community conservancies in West Pokot.
  • · Oversee and evolve the program brand identity.
  • · Assist in developing and implementing social media strategy within Ustaimilivu consortium communication framework.
  • · Work with all secretariat staff to develop effective publicity for all programs.
  • · Support the production of publicity materials, technical publications and NRT resilience bulletin.
  • · Manage the development and production of web and print-based materials.
  • · Oversee the production of content for the website, social media and print.
  • · Develop effective internal communications mechanisms to ensure that news and events are known internally and publicized externally as appropriate.
  • · Manage all media, press and film crew visits.

Qualifications:

  • · Bachelor’s degree in mass communications or in any related field with a minimum of 3 years’ related experience or equivalent combination of education and experience.
  • · Experience writing, editing, and proofreading printed or online content for diverse audiences.
  • · A proof of published materials in the previous years.
  • · Experience using social media as a professional communications tool.

  • ADMINISTRATIVE OFFICER

Reporting to the Resilience Programs Director based in Kapenguria, the Administrative Officer main job responsibility is to ensure the smooth –running and efficient performance of all departments in the Ustaimilivu-EU consortium secretariat. He/she will link the senior management and the employees. He/she will provide motivation to the work force and make them realize the goals of the consortium. Provide support to all employees and overseeing the work of junior staff. Develop logistics along with support plans, budget requirements and deployment timelines for new operations. Develop logistical plans for current operations and logistics contingency plans.

Prepare plans for liquidation and downsizing. Develop and execute tools and methodologies to enable effective implementation of logistic plans. Design and develop standard operating methods to manage logistics operations efficiently. Ensure accountable, timely and cost-effective release of project cargos along with personnel.

Ensure all supervised staff members are trained as well as cross-trained adequately. Identify added logistic training requirements to attain high working standards. Coordinate and present logistics support to ongoing land, air and river operations. Ensure logistics requirements take gender-specific needs into consideration. Additionally, the position will be responsible for establishing detailed requirements for office supplies, equipment and other goods required for office, workshops and meetings. Work closely with NRT procurement department to ensure that requisite quotes are obtained from the list of approved suppliers and ensure that such purchases are adequately supported by Local Purchase Orders (LPOs), Invoices and Delivery notes. Ensure there is an up-to date stores inventory and stationery records.

Manage the organization’s fleet. Liaise with Project Implementation Assistant to coordinate travel and accommodation for project staff, volunteers and visitors by making relevant travel arrangements and hotel bookings.

Key Responsibilities:

  • · Co-ordinating with NRT HQ on all administrative matters.
  • · Dealing with email enquiries and consolidating all external information directed to the consortium.
  • · Taking minutes of the secretariat and liaising with NRT Snr. Human Resource Officer.
  • · Working closely with all other departments to ensure the facilities meet requirements, and ensuring that the admin department provides a clean, safe and friendly working environment to all staff at all times.
  • · Responsible for effective use and control of project resources such as vehicles.
  • · Diary management and arranging appointments, booking meeting rooms and conference facilities.
  • · Data entry and management of physical documents (etc.)
  • · General office management such as ordering stationary, furniture etc.

Qualifications:

  • · Degree in Business Administration/Management or equivalent.

  • M&E OFFICER (NRT-RESILIECNE FIELD SUPPORT)

The Monitoring & Evaluation Officer (Field Support) helps collect, process and analyse resilience based data, and ensures that monitoring information is effectively communicated. He/she will be reporting to the Resilience Grants Manager and close working relations with the NRT grants and M&E unit in delivering. He/she will take part in internal and external evaluation processes in addition to monitoring of project activities. The Monitoring & Evaluation officer (Field Support) will be expected to provide 80% field support.

Key Responsibilities:

  • · Designing data collection tools for quantitative and qualitative research and coordination of surveys.
  • · Regular update of the resilience project Activity Monitoring and Evaluation Plan (RAMEP).
  • · Data entry and collating survey results and filing the survey questionnaires.
  • · Organize for training materials for both Yield and Best Agronomy Practices surveys.
  • · Review and validate submitted data by field Business advisor for accuracy and completeness on Best Agronomical Practices and Wet mill progress.
  • · Providing training to data collectors and field supervisors on how to conduct surveys.

  • GIS OFFICER

Reporting to the resilience Regional Rangelands Coordinator and based in Kapenguria, the GIS officer will work closely with the Grants Manager. The position will be involved in the collection of geographical and spatial information and its storage, analysis and presentation. H/she will use a range of GPS tools in the field to capture the location of ‘assets’ such as the conservancy jurisdiction area, wildlife, livestock. The position will support the Ustaimilivu consortium in collection of geographical and spatial information.

Key Responsibilities:

  • · Use a range of GPS tools in the field to capture the location of ‘assets’ such as demo sites, bridges, road barriers and dam sites etc.
  • · Undertake desk-based data capture (digitizing) to convert paper maps to GIS datasets, for example water pipelines from original maps.
  • · Create and maintain the structures necessary for GIS data storage.
  • · Develop tools for loading/transferring GIS data between different systems.
  • · Manipulate, analyse and present geographical information by creating programs to convert GIS information from one format to another.
  • · Develop internet apps to present GIS data and tools on corporate websites.
  • · Use tools to join together different GIS datasets and create new information or investigate patterns, e.g. estimating the number of people potentially affected by flooding, using population growth figures and planning information to estimate increasing/decreasing demand for school capacity or calculating the number of potential customers for a new school and predicting livelihoods based on socio-economic factors.

Qualifications:

  1. RESEARCH AND MONITORING DATA ASSISTANT

The Research and Monitoring data assistant will report to the Consortium Regional Rangelands Coordinator and work closely with the NRT Research Manager in providing knowledge and information to consortium partners for decision making in support of supporting of resilience wildlife monitoring for sustainability. The position will work closely with NDMA, E4IMPACT and CEFA in implementation of early warning systems and climate service data. He/she will support in a collaborative manner, develop and implement the devolved community based monitoring systems for wildlife, vegetation, livestock, and livelihoods.

Key Responsibilities:

  • · Support partners and conservancy rangers in implementing Social, Vegetation and WildlifeCoMMS in Pellow and Masol community conservancies, with a focus in the 10 wards forming the conservancies; ensure conservancies have a working Wildlife-CoMMS database, updated, clean with minimal errors.
  • · Work closely with other information management partners in ensuring synchronised data collection and analyses and utilization in the project.
  • · Conduct visits to the community conservancies and assist the conservancy manager/ develop reports for specific conservancies’ activities funded by EU-Resilience Ustaimilivu grant.
  • · Share with Ustaimilivu consortium Director, Grants Manager and NRT reports from the conservancies and progress reports of activities under the grant.
  • · Through EU-Resilience security and peace activities assist the conservancy manager/ warden produce their own bi-annual report.
  • · Support Ustaimilivu consortium, conservancy management and EU-Resilience county leadership to access and use monitoring information for decision making.
  • · Provide support to resilience conservation programmes and other research and monitoring projects in the mentioned target area of the Resilience project.

  1. JANITOR/OFFICE ASSISTANT

Reporting to the Administrative Officer based in Kapenguria, he/she will be required to keep buildings in clean and orderly condition. Perform heavy cleaning duties, such as cleaning floors, shampooing rugs, washing walls and glass, and removing rubbish. Duties may include tending furnace and boiler, performing routine maintenance activities, notifying management of need for repairs, general cleaning of debris from sidewalk.

Key Responsibilities:

  • · Clean building floors by sweeping, mopping, scrubbing, or vacuuming of all NRT-Kapenguria Offices/stores etc
  • · Ensure to gather and empty trash.
  • · Ensure to service, clean, and supply restrooms/washrooms.
  • · Monitor building security and safety by performing such tasks as locking doors after operating hours and checking electrical appliance use to ensure that hazards are not created.
