I believe is in the public forum. I assisted a friend with cash to undertake and implement a construction project of building a ward office in one of the sub counties in Migori. This was in the financial year 2014-2015, which I think ended June 30th.

The poor boy has been pursuing payments since I don’t know when. He is always being told, since 3rd September, each day he goes, that his payments will hit his account, at mid night, ostensibly to make him leave the Country Treasury.

I have waited for refund of my cash, so much so, that even to me, who can afford to lose the cash is now slowly getting affected. The poor boy turned contractor is going mad. He put his all on this. His hopes of getting it right, by investing and trading with his beloved County has turned into utter frustration.

I fear I may lose this guy. He is going mental. The guy has followed his payments for ages. I know some people who work at the County Government of Migori. Some who is who there?!. I am tempted to ask whether they treat all those who trade with them the same way. But before then, I am tempted to ask those in the know the following questions: what happens to the simplicity of the process? Was there a budget? Were funds

ALLOCATED FOR THIS PARTICULAR WARD OFFICE? AND IF SO WHERE ARE FUNDS? AND WHY CAN’T THE CONTRACTOR BE PA ID SO THAT I CAN GET MY REFUND? WHAT IF THIS GUY HAD APPROACHED A BANK TO FINA CA HIS LPO? PLEASE MIGORI COUNTY??!?! DO NOT FLOAT TENDERS IF YOU CAN NOT PAY FOR WORKS DONE.??!?!! PLEASE. WATCH THIS SPACE
