PRESS STATEMENT

READY TO GOVERN

NEW ARCHITECTURE OF THE ODM PARTY

 

The Orange Democratic Movement (ODM) is the father of Devolution in Kenya. Accordingly, we must support it in word and deed, in spirit and action.

 

To ensure this is effective and felt by our members, supporters and the general public, the ODM has completed the process of restructuring so that our party’s architecture conforms to and reinforces the principle of subsidiarity upon which devolution is founded.

 

Consequently, we shall have the National Party whose highest decision-making organ is the National Delegates Convention (NDC). The second tier will be the County Party whose highest decision making organ shall be the County Delegates Conference.

 

To entrench the principle of subsidiarity, the ODM’s basic unit shall be the Polling Station where members shall elect the Polling Station Steering Committee (PSSC). Above the Polling Station, there shall be the Sub-Branch at the Ward Level which will be managed and coordinated by the Sub-Branch Executive Committee (SBEC).

 

The ODM Branch, managed by the Branch Executive Committee (BEC) shall be at the Sub-County/Constituency level. All branches shall link directly with the National Executive Council (NEC) through the National Secretariat.

 

At the County level, the branches shall hold an annual County Delegates Conference which shall among other agenda, elect a County Coordinating Committee (CEC). Further to address historical inequalities, inherent in the current NDC composition, the party has restructured the composition of the National Delegates Convention to reflect the party strength across the country.

 

Finally, in order to respond to emerging situations in a timely manner, a Central Committee of the NEC has been established. This shall comprise the following members of the party; the Party Leader, the two Deputy Party Leaders, the National Chairman, the Secretary General, the National Treasurer, the National Organizing Secretary, the Secretary for Women Affairs, the Secretary for Youth Affairs, and the Secretary for Parliamentary Affairs

 

To affect these changes, the National Elections Board shall soon convene to announce a comprehensive programme for grassroots elections.

 

The party has also concluded the revision of its Elections and Nominations Rules to accord to the new party architecture and to make our elections and nominations more democratic, transparent, predictable, fair and credible.
