The impeachment motion for Finance Executive Tom Kasera has brought to public glare the division in assembly after Kakrao MCA Joe Jacks Gucha tried to escape with the mace last Wednesday.

The mace symbolizes the authority of the house.
Business came to a stand still for several minutes when Gucha tried to escape with the assembly mace.

Gucha, who had earlier tried to un-successfully impeach Speaker Gordon Ogolla, got livid when speaker declined to give him a chance to raise a point of order against the impeachment report which was being tabled by the ad-hoc committee.

Drama started after open disagreement among MCAs over the report after Philip Ouma (West Sakwa) opposed the committee report chaired by Timon Mbogo (North Sakwa) saying it was unconstitutional.

Gucha had raised his hand to second the push and speaker ignored him forcing him to approach the microphone and speak by force.

He was interrupted by assembly sergeant- at-arm after speaker told him to sit down before deciding to walk away with the mace.

“Procedures were not followed and the only way to point this out was through raising a point of order, but the speaker refused to give us a chance. So the only way to help was walking away with the mace as speaker was adamant,” Gucha told the press outside assembly.

Shocked MCAs stood up in shock as others clicked angrily as Gucha started walking from the assembly before sergeants-at-arms wrestled the mace away.

Speaker of the county assembly however said that the procedure used in appointing the committee is procedural and has been the norm of the assembly saying that all members supported the procedure of selection.

“The tradition of this house on how we formed the committee was that the speaker proposed eight names and the whole house, including members who are against the report, vote in five committee members, nobody came up with any objection during the formation of the committee,” he said.

Majority Leader Richard Solo (North Kamagambo) who had tabled the motion said it was passed and Kasera will be given three days to appear in the assembly and defend himself.
